Portland Police seek possible witness in Blanchard homicide | News

PORTLAND, Maine (NEWS CENTER) -- Portland Police are looking for someone they would like to talk to in connection with the city's first homicide of the year.
Matthew Blanchard was killed and two other people were shot on India Street, at the foot of Munjoy Hill around 1 a.m. July 11. Police say they have talked to just about everyone they could identify on video surveillance in the area, but there is one person they are still trying to find.
He is described as an Asian male, in his late teens or early 20's, 5' 10" tall, with a stocky build. Police say he also has a "significant" tattoo on his neck. They would not describe the tattoo, nor would they release any surveillance video.
Police are not calling the man a suspect. They say he is just someone they would like to talk to because he was last seen in a small group, heading down Congress Street towards the scene of the shooting at about the time it happened. Police say some of the witnesses they have talked to have not been cooperative, and there is more information out there they are not aware of.
